The logging requirement is no longer in effect for
general amateur radio operation. However, the FCC
can, at any time, require a specific amateur radio
operator to start keeping a log.
When I was first licensed in 1959 you had to log every
series of transmissions including test transmissions
and CQs that were not answered by anyone. The FCC
first dropped the logging of every call for mobile
operations and then for all log keeping for mobile
stations. Next they eliminated the need for logging
every call by all stations and eventually the need for
keeping any log at all.
Personally, I still keep a written log of contacts on
HF and for SSB/CW/AM contacts on VHF and UHF. I
generally do not log most VHF or UHF FM contacts
(especially those utilizing a repeater).

Yes, the requirement was deleted some 20 years ago.
Most active hams still maintain a paper or electronic
log.
