Stuck slugs can be loosened with an application of wd 40 or penetrating oil.
Sometimes it takes an over night soaking to loosen them up. Sometimes the
slug will absolutely not moving at all after the oil treatment.
Forcing movement to clear the bind is suicide as it will rip the
transformer tube off its base. Drilling out the slug is a last resort and
should be done only out of dire necessity.
Suggest you look before you leap and "test" move each slug a bit before you
start the alignment if you are suspicious of a sticky one.
Good luck
