Thanks guys, I got several suggestions on why my HT-44 might not be 
tuning up properly when I switched from 40 m to 15 m.  One thing 
occurred to me was that I was using the SX-117 and HT-44 in slaved mode 
(the 117 oscillator sets the 44 frequency).  When I disabled the slave 
operation mode I could tune up the HT-44 on 15 m.  I may have a problem 
in the SX-117 (or HT-44 or both).  I do have a Ten-Tec antenna tuner 
but I have never been all that confident in using it to match to my 
dipole.  I'll report progress (I hope) later.
