[Hallicrafters] SX-28 S-meter adjustment

Julian,

Check R28, the 100 ohm in parallel with the meter movement.  It has 
probably drifted high in value which will change the meter sensitivity.  
If this is the case you will also need to re-zero the meter after 
replacement.
