C41 and C42 appear to be "gimmick" types. Those are
made by twisting two wires together or by placing two
wires very close to each other. Depending on the
length of the wires, how much they are twisted
together, etc., the values usually range from about
0.5 pf to around 2 pf.
The notation that the capacity varies depending on the
placement of the wires is from the S-38A schematic on
BAMA.
As far as the actual assembly manual goes, this would
have been an "in house" document at Hallicrafters and
not available for the general public. As far as I
know, the S-38A was never sold as a kit and therefore
there would be no need for an assembly manual to be
published.
You might want to take a look at the manual on BAMA,
especially the schematic, if you haven't already
looked at it.

Also does anyone know what the proper values for C41 &
C42 would be? The manual does not specify the value.
