Had an RAO-7 twenty or so years ago.   Caps all OK at that time.   Filter 
caps may have been oil filled, I don't remember for sure.   If so, no need to 
reform and probably wouldn't need to be replaced either.   You may not have 
access to all the under chassis components because of the sliding coil box National 
used in that set.   Be aware that removal and especially reinstallation   of 
the box can be tricky on these radios.
