John, all of the powder coat I have seen is Dry powder which is sprayed 
on a super clean item with an  electric charged surface hanging by wire 
hangers and on cart/dollies/racks and rolled into an oven at 435 degrees 
and baked IIRC for 30 or 35 minutes and allowed to cool. It is dry and 
sold by the pound. I am not even sure if it even has a URM number for 
HAZ MAT .
The price is in the ballpark for about 10 pounds of custom color powder
