In the 1950's Hallicrafters came out with a modification to the Noise  
Limiter circuitry  on the Sx28.The original circuitry  consisted of  a LAMB Noise 
silencer and a SHUNT limiter connected across the second  detector load .The 
modification was to replace the shunt limiter with a SERIES  type of limiter 
which does a more effective job (very similar to the one used on  the SX42). I've 
installed one on one of my early run Sx28's(which didn't have  the shunt 
limiter) ,and does a great job especially when listening at night time  much better 
than the shunt type limiter.
 
As far the snipped wire goes that is defintely a modification to the 2nd IF  
circuitry .All runs of the SX28 (including the SX28A) followed the same  
technique for the 2nd IF(as a comparison of schematics of both types will  reveal). 
I would do a more careful check to see what other modifications were  
made,and check if the XTAL filter is working as it should.For its time the  circuit 
is way ahead of its time  and accounts for the legendary  selectivity of the 
SX28, a tribute to Bob Samuelson and his team.
