[Hallicrafters] Color Codes

I recently purchased a carton full of NOS resistors, capacitors, and RF
chokes.  Is there a standard color code for the small Pi wound RF chokes.
They are marked with color dots or bands but I can't find any information on
how to read the code.  Can anyone tell me how to read the markings?

Also, there were a lot of tubular resistors with radial leads.  The values I
measure are generally well above the marked value.  Are these composition
resistors and why should they age up in value so much?
