Duhhhhh, that's SSB (Single Sideband, suppressed carrier). The "CW" setting
of the switch MAY allow you to receive it, but the beat-oscillator function
of the S-38 (+ letter) series was not that great, it being composed of a
"gimmick" capacitor which allowed one of the IF sections to go into a
self-oscillation loop.
The mode of SSB has been around since before 1920, but didn't come into
general usage until the late 1950's. It is now used by just about ALL
amateurs and commercial stations that use HF communications. I know this is
being read by "The Choir" here, but for the newcomer, welcome to the great
hobby of radio, and it only gets better (or worse). HI HI HI
