The new "buzz word" now used by the FCC for
"type-accepted" IS "certified". Only commercially
produced r.f. transmitting amplifiers capable of
operating below 144 MHz have to be certified for
amateur radio use. The only other "certification" is
that which is required for all commercially
manufactured RECEIVERS which is covered under 47 CFR
Part 15 having to do with "incidental radiation".
This has nothing to do with transmitting equipment for
the amateur radio bands.
An individual amateur radio operator IS responsible
for insuring that his/her transmitter meets the
technical specifications set forth in 47 CFR Part 97
Section 97.307, the manufacturer is technically not
responsible. However, if I were using a new
transceiver that didn't meet the transmitting
reqirements as set forth by the FCC I would certainly
be VERY upset with the manufacturer.
