I am a web developer/ electronics tinkerer and I am willing to donate some
of my time to this project. If there really is a need and there are people
interested. I am looking to create a modern version of an RF Signal
Generator that is designed to go down to 10Kc and up to at least 100Mc,
AM/FM with modulation and xtal ouput, built in Freq counter, super stable
digital output with automated freq sweep with adjustable ratio and speed,
all the features that someone would need to work on old radios as well as
new ones in the ham world.

That query certainly got the juices flowing!
The URM-25's and the like are good generators, but are heavy, bulky, prone
to drift and are at an age where they need as much TLC as the BA's they are
used to service.
Your idea is a good one, but you need to consider some of the attributes of
an RF generator that make it a great Signal generator:
The box must be extremely well shielded (double or triple). There can be
only one outlet for the RF, the end of the coax.
The signal needs to be a clean sine wave with minimum harmonics.
The output must be adjustable, down to a level less than the sensitivity of
the best receiver.
