My impression was that he was not chewed out for what rig he was using, but  
because he had no license to transmit. I don't remember the exact dialog, but  
there was a hint he had been reprimanded for this before. I have always  
enjoyed those scenes though, with his chair rolling from one end of the radio  
room to the other as the deck pitched in the waves. He must have had a long  
microphone cord and bolted down all his gear. I did wonder where he got the 120V  
to run the gear, and whether S-38's were really a good choice with all that  
water around.
