 I have found that the sticking in meters is caused by small iron particles 
between the movement and the inside slug and/or the outside surround. To remove 
the particles you have to remove the permanent magnet and then blow out the 
particles with a puff of air from your mouth. 
 Removing the magnet differs from meter to meter; so I cannot help on that 
score without seeing the meter.
 If that doesn't work then you have to take the meter apart. The only tricky 
thing is NOT to bend the torsion springs when unsoldering them - it takes a 
steady hand!
