The FAA is the absolute authority-having-jurisdiction over NDB's, VOR's,
DME's, MLS's, and any other aviation-related communication or navigation
aids.  Having worked in the avionics industry for many years, prior to my
present vocation, I can assure you that the FAA folks are the only ones who
need regulate it... Be sure, however... that you have all your ducks in a
row before doing that, as it is after all... the Federal Government.
