[Hallicrafters] FCC and freq. operation.

Perhaps some of you could shed some light on a frequency issue.
I am helping move a NDB (non-directional beacon) from one airport to 
another.  The frequency will also be changed from 374 KHz to 261 KHz.  
I am helping with the moving, power installation, freq. change, 
alignment, installing the antenna, etc.  Is a FCC license required for 
the on-air part or will the FAA approval be adequate when all is ready 
for their approval?  It is part of the airway system (approved NDB 
approach).  Thanks.
