That is a symptom of a weak oscillator or mixer tube. Try new tubes in
those positions one at a time, to see what happens,
It is not likely that this is due to the new line filter caps.
It is possible that one of the plates of the tuning capacitor has been bent
and has upset the tracking. If it shorts out as Glen suggests, the radio
will not fade out but will just quit working as you tune the thing.
