[Hallicrafters] SP-44 speckles of surface rust

I have just received a working SP-44 Panoramic, and am seeing what needs to be
done to improve its appearance, which is already fairly good.

The front panel lettering is in excellent shape: clear and bright. However,
the panel has quite a lot of very small speckles of rust, some of which are
visible, and some are under the paintwork, causing the paint to be slightly
rough in texture in those areas.

What do people advise for cleaning and refinishing in a case like this?
