The term "Dry Electrolytic" was used in the 30's and 40's to distinguish
electrolytics of the sort we have now from truly WET ones. The earlier
form of capactitor was a glass or metal container with liquid in it, like a
battery. The "dry" electrolytic was and still is, somewhat damp.
My guess is that careful testing will show that caps that old are really no
good anymore.
