[Hallicrafters] unknown antenna?

I have had this wire ant in my basement for about a year, I got it with some older radios. I have never seen anything like it and I am wondering if anyone here can tell me what it is supposed to be? 

First it is similar to a dipole with the following exception. One length is about 25ft and the other is about 15ft. the middle of the ant has a coax connector that is on a small piece of rugged plastic that looks like a flat insulator. the 2 wire lengths are wire wrapped on this plastic ends. 

they make no electrical connection whatsoever to the coax connector???? I guess the connection is thru some type of induction? also both the long length and the short length have a insulator in about the center.

Does this antenna sound familiar to anyone?
