I too, went through the old "I don't know if it works or not" thing, but I
got the guy's phone number - called him, and walked him through the turn-on,
and then said "Okay, now you should see a line; do you?".  He said "Uhhh,
no", so that was the end of the transaction.  Should he have said YES, and
then it was 'broke', I'dve had a case.

There's a line in an old Judy Collins song - "The cops don't need you - and
man, they expect the same".  Follow the DA's advice to the letter, and don't
bother the PD unless you have proof, and can substantiate your claim.  "I
thought" is not an acceptable prelude to a claim.
