I've twice gotten my money back via PayPal protection. I was suprised at 
how well it worked. In both cases it was a deal where the seller realized 
they had sold an iterm too cheaply, so the seller got to keep the item 
(presumably to resell at a later date) but I got my money back.

I have also gotten money back from a seller who defrauded me, by contacting 
the police department in the location of the seller (in this case Ormond 
Beach Fl).  In this instance, the detective I talked to was "ebay - active" 
and went to the fraudsters house over his lunch break "...I hate ebay 
cheats!!! ".  I got my item via express mail 2 days later (after 5 weeks of 
being ignored).

Sometimes it works out. In general one needs to be more persistant than the 
bureaucracy you're trying to motivate...
