Actually, you can definitely purchase a can of white
paint.  However, the "politically correct" name for it
is "white base".  Every paint store that mixes paint
has white (and I mean a "blue white", VERY white). 
But, it is what they use for mixing colors and they
don't sell much of the "white base" without any
additives making the color different.
