Roger,  
  First I would use another receiver to see if the LO is operating (I believe 
it is 455 KHz above the dial). If it is, then remove the cover from the 
center tuning unit and touch the stator of the mixer condenser and see if you get 
some response. If so then the problem is probably in the 1st or 2nd RF stages. 
If touching the stator of the 2nd RF stage brings in some stations then the 
problem lies between the antenna terminal and the grid of the 2nd RF amp. And so 
forth.
  If it works on the lower bands, the tubes must be ok and the IF and all 
that follows must also be ok.
  I have no trouble with either of my SX28A's on getting sensitivity on the 
high bands with only a 30' wire. So I think it's something malfunctioning in 
the set.
