[Hallicrafters] SX-28A "deaf" on higher bands

Hi Joe,

The bandswitch wafers look to be in excellent condition but I'll run some 
contact cleaner sparingly over them. I did find that the main tuning gang 
had noisy ground wipers, a quick spray sorted that out.
