[Hallicrafters] Isolation Transformer

The easy way to fix the S-38 problem is to use inexpensive back to back
filament transformers for the b supply.  Ocean State Electronics and
probably others have 12 v x 1 amp transformers for $7.95 each.  The tube
heaters can be left in series and powered by the 120 volt line (lifting the
ac line's connection to the receiver's common ground although it probably
should be by-passed to the chassis using a safety capacitor).  At least in
the S-38C, there's plenty of room on the top side of the chassis to mount
them.
