Harry,
It's not as bad as it seems.  I replaced all the paper  and electrolytic 
caps in my SX-17, plus a few out-of-spec resistors for that matter, and 
it wasn't that painful.  Removing a couple of the coil mounting plates 
will help you get to the paper bypass caps in the RF section.  This 
takes patience, but it's worth it.  A good set of miniature needlenose 
pliers of various shapes helps..  The radio's performance is so much 
better when you get rid of the leaking caps that you will get much more 
enjoyment out of it.  In addition, you won't have to worry about one of 
the old caps shorting out and catching fire every time you leave the room..

In any event, if you don't replace the old caps, it sure would be 
worthwhile to install a fuseholder and fuse for the AC line, and a three 
wire power cord.
