These are properly called "countersunk washers".  A cup washer is 
something entirely different.  As usual, McMaster-Carr is a good source, 
and probably also has the screws.

They have #10 countersunk washers in black zinc-plated brass as their 
number 92918A140 at $7.13 / 100, nickel-plated brass as 92922A011 at 
$4.74 / 100, nickel-plated steel as 90068A011 at $2.66 / 100, black 
nylon as 95481A011 at $9.02 / 100 and white nylon as 90262A011 at $9.02 
/ 100.  Stainless too, if you really want to go that way.

This is all standard rack-mount hardware and has been available since 
the dawn of time.  Nothing magic about it just because it was used on an 
SX-28.  No, I didn't cross-check the dimensions to see how well the 
nylon ones would nest within the metal ones.  They're available, and 
from a quality source with excellent service.
