It is possible.  A regulator tube is essentially a neon bulb on 
steroids.  Neon bulbs have been used as 'relaxation' oscillators for a 
long time and regulator tubes can do that, too.  The tube's current 
stays at zero until the 'strike' voltage is reached, whereupon it starts 
drawing current and the voltage drops to a lower, sustaining value. 
Between those points the tube exhibits negative resistance and it can 
indeed oscillate.
