[Hallicrafters] HT-46 Transmitter

Hello:
Am looking for advice as to how to troubleshoot an HT-46 transmitter.  Have examined the radio, and no apparent arcs, or burns.  Tubes look good, although not all checked.  Attempted to tune-up thru dummy load, but no output indicated on transmitter's meter, and at dummy load. Keyed by handkey, while in "cw-tune" position.  What am I missing?  Any quick checks I can perform using my limited collection of test gear: VTVM
