Actually, a 'scope is the cheapest. You only need an older, cheap 'scope
to look at audio and check transmitter linearity and modulation. One can
be easily and cheaply converted to a modulation monitor. You can get one
on E-bay for $5-$20. I just bought 2 for $9.99 and got them both working
for under $5. To round out transmitter testing you will need a wattmeter
and VTVM with RF probe. For receivers you will need a decent signal
generator that covers the IF and RF frequencies. The URM-25 is a popular
candidate with it's calibrated attenuator. To measure frequencies you
will need a counter. Again, to cover the IF and RF frequencies, direct
from the transmitter, and to monitor the sig gen when aligning receivers.
You will use the VTVM for receiver testing too. There is more exotic test
equipment but this will allow you to do a credible job.
BTW: I have an extra VTVM with RF probe I can let you have for $35 +
