[Hallicrafters] SX-122 S-Meter Problem

I have just finished rebuilding an SX-122 from two very bad relics.  The 
radio is now alive and ready for final assembly with the case ets. I did 
an alignment of the 5khz and the 1650 khz if, and the radio is working 
well. But I noticed one problem the S meter follows modulation on all 
bands. It is most pronounced on the lower bands. Also I cannot get it to 
full scale even on a local station that is only 3 miles from me with 5 
kw.  I substituted a known good tube the 6DC6 no change. The voltages 
are all ok at least with in reason. My regulated b+ is 148.9v and the 
Unregulated b+ is 264v. Tube voltage measurements are with in 10% at the 
6DC6 . I replaced all ceramic caps in the circuit and no change. All 
resistors check well with in the 10% range.   I am a bit stumped, anyone 
out there have any ideas or maybe has seen this before? Thanks.
