Bill's absolutely correct regarding the use of AM vs. FM for VHF 
aircraft communications.  The lack of use of SSB, I'm guessing, is for 
two other reasons:

1) AM is much more tolerant of off-frequency tuning than SSB. Aircraft 
radios are subject to high vibration and shock abuse in harsh 
conditions, making the relative precision required of sideband 
transmission and reception difficult to maintain.  Aircraft radios are 
purposely simple and rugged.

2) Being a professional pilot for almost 40 years and dealing with the 
FAA for many decades leads to me to believe that the agency's yet to 
hear of SSB. :-) .
