Jeff,

Pardon what may be a dumb question, but you ARE checking capacitors
out-of-circuit?  Or at a minimum removing one lead before measuring?
Unless all the capacitors you are trying to test are terribly leaky I
can't really say why none of your measurement instruments are not
reading correctly.

I use eye tube bridges here, they are good for leakage tests and
reforming.  Especially the Lafayette TE-46 with a built in leakage
current meter, and a variable test voltage up to 600V.

For capacitor value measurements (and inductor measurements) I bought a
LC Meter IIB from AADE this year.  I wish I had bought one years ago,
its an amazingly accurate and easy to use instrument, and a quick to
