Is the "damp chaser" (metal covered resistor strip) OK
and operating?  It should be generating heat anytime
that the receiver is plugged into the wall outlet. 
This generates heat to keep the coils and capacitors
in the osciallator "warm" to keep the warm up drift at
a minimum.  If you turn off the AC to the receiver, or
if it is defective, then this will not be activated
and it will take quite a while for the receiver to
stabilize, if ever.
