[Hallicrafters] Hallicrafters "Break-in" terminals.

Hi,
    When a receiver (i.e. Hallicrafters DD-1) has a "Break In" set of 
terminals on the back, should the terminals have a shorting wire across 
them for reception or should they be open?  Thanks.
