[Hallicrafters] Downward meter movement in HT 32B

I have an HT 32B that refuses to drive my HT 33A without downward modulation.  The HT 33 seems o.k..  The HT32B will not let me advance the RF level much over about position 4 before the meter indicates downward movement into a dummy load.  Drive is peaked and final amp is peaked.  Any suggestions?
