Bill, my SX-100 has the same meter lamp configuration.  Usually, the rubber grommet dries up and shrinks- and the bulb socket sits in there loose.  I would hate to use any lubricant so close to the meter opening.  Try gently twisting the lamp socket back and forth a few times and see if it breaks loose.  If that does not work, carefully cut the grommet away from it's opening.  You can always replace the rubber grommet.  Good luck!
