[Hallicrafters] Need Help Troubleshooting

I have run into a situation in my HT-32B that I don't understand.  The
voltages on the deflection plates (pins 8 &9) of the 7360 modulator are less
than half of those called out in the manual (9 V vs. 21 V).  Other electrode
voltages are on spec.

Resistance readings are close to or within about 10% of those called out.

I don't see any reason for the low deflection plate voltages.  Can anyone
give me some guidance as where to look for the problem?
