You start by figuring out if the local oscillator is on the correct side of 
the received signal.  Use another receiver to listen for the LO's 
frequency.  If your plumber predecessor did not understand about the 
alignment, it's qute possible the LO is at received frequency minus the IF 
instead of plus (or whichever..)
