What it will do is allow the transmitter to run at full power output into a
near 50 ohm load. Then, depending upon the efficiency of the tuner, power
will be transferred to the antenna. The important part is that, without
the tuner, the transmitter may roll back power. Granted, much may be lost
in the tuner, but you are on the air. It will appear that the antenna
condition has been changed.
