The black "plastic" capacitors are still paper type
and definitely should be replaced.  I have seen many
radios that came from the factory with a "mix" of wax
and "plastic" capacitors.  The black capacitors are
known as "black beauties" and are a source of leakage
just like those of the wax type.

As for the electrolytics:  I have a number of
receivers that were built in the 1920s that still have
the original capacitors that show no hum at all.
