You're probably right: there is not capacitor connected between the 
chassis and the cabinet in the S-38----"E", so I probably misread what 
you said about that model. 

However, there most definitely IS a capacitor connected between the 
chassis and the cabinet in most other S-38 models AND there most 
definitely is one in the S-41G, more than one of which I have restored, 
and one of which I now use.

Also, in one of my most recent S-41Gs, I had the power plug in the wall 
socket backwards, connected a ground lead to the antenna ground, 
accidentaly brushed a ground lead against the chassis, blew the 
electrical panel circuit breaker, and promptly burned out the antenna 
coupling coil, which I had to rewind.
