Glen,

While the capacitor ID's and locations you site are valid, these caps do not
connect anywhere to the outer case which you sited as a potential shock
hazard which you suggested should be grounded via a 3 wire cord.  This is
fine and a good safety practice.

However, just to be sure I went and checked my S-38E's with an ohm meter and
the results indicate an outer case that is floating above the chassis.
There is no metal to metal contact from the chassis to the outer case,
anywhere!

Therefore, I must conclude, the shock hazard does not exist except if
someone has reassembled the unit incorrectly, the insulators are broken and
chassis metal to cabinet metal contact is occurring or in an extreme case,
someone deliberately attempts to stick something metal inside the
ventilation holes or, someone sticks a finger on the grounded antenna ground
screw while touching some other grounded metal object.

In addition, any capacitor failures would be confined under the chassis of
the radio and would not make the case hot.

In the S-38E capacitor C-24 goes from the B- to the
chassis which also goes to the ground connection on
the back of the set.  There is also a 470K resistor
across this capacitor.

Also, there is capcitor C-27 that goes from the AC
line to the B-.

There are similar capacitors, just different parts
identifiers, in all of the S-38 models.

insulated cabinet, seems crazy to me.  At least not in
the S-38E.  Perhaps there is one in the S-38D and I am
talking out of school here.  If there is one there,
for what reason would this be done?
