Hi David,
It sounds like you're a candidaate for an ESR meter (Equivalent Series
Resistance). They're great for measuring electrolytic filtering
effectiveness. Garey Barrell put me onto them about 4 yrs ago and showed
me his. They measure in 100ths of an ohm. I use mine regularly. Here's
what I've written abt them b4:

I use it quite often. The kit goes together pretty quickly, and if

have any problem with it there's a website with lots of FAQ's on what to
do
if it does or doesn't do things, for troubleshooting. I think I had 1
lead
that I didn't get enuf solder on & it didn't make connection - they
pointed
me right to it. The ckt board is small, close traces, so I was being
careful not to get any bridges.
