Sounds like the transmitter final is in oscillation or
you have a signal that is generated at some point as a
parasitic. Is the CW note perfectly pure or does it
have a slight rasp to it? Can the CW output be
controlled as to strength by the control that
determines the CW level?

Sounds to me like you have a parasitic in an RF stage
beyond the SSB generator. I have a Hammarlund HX 500
with similar problems and plan to check for parasitic
oscillations as the cause of the problem.
