[Hallicrafters] Far east spelling

I have a clone of the Swan 240, that was obviously made in someone's model 
shop. It's a one-off, but obviously professionally done (engraved panels). 
I'd love to know who built it and why.

The fun part is the panel engraving over one of  the toggle switches, that 
says:

OPELATE
