Try this site.  I have dealt with these people many times, they will allow
return of defective tubes with credit.  They will test them before shipment
if requested including matching services.  Never had a problem with them and
they are also an excellent source for all kinds of parts for old radios.

I must confess I am all solid state here except for a Drake 2B and 2NT with 
a 2B/2BQ arriving shortly so haven't had the need to buy tubes in many
