[Hallicrafters] S-36A Local Oscillator Problem

I am trying to find the reason my S-36A local oscillator quits at a
maximum dial reading of 138 Mhz. There are no tuning capacitor plates
rubbing, and I have replaced the 955 oscillator tube plus the 954 and
956. The resistors in the oscillator stage are within tolerance. I
have begun replacement of by-pass and coupling capacitors without any
effect so far. Plate voltage is correct.
One thing I've noted is that the tuning the antenna trimmer seems to
"pull" the oscillator excessively.
If I recall, the S-27 and S-36A are identical at the local oscillator stage.
Any ideas?
