  I'm about 99.9% sure the capacitor goes in series
with the resistor, this was referred to as a RETMA
dummy load MANY years ago. It goes 
in series with the signal generator lead to the
antenna terminal. Actually, I think another version
of this load used a 200 pf cap in series with a 20uh
inductor, then the 20uh inductor had a series connected
400 pf cap and a 400 ohm resistor placed across it.
